Norfolk Herring-Strand Reissued as National Weather, Second State
Begin with the black. A worker took a rocker to the copper and laid a burr across the whole plate, tooth by tooth, until it would print an even velvet dark—and then labored backward into that field, scraping and burnishing the light-shafts and the torn cloud out of it grain by grain. This is a second state of six: the plate was returned to and reopened, the storm deepened, the rain-curtain on the right drawn taut again. Honour that hand. The graduated fall of light over the herring fleet, the weld of sea to sky at the jetty—this is congealed labour of a high order, weeks of one man's eyesight spent to make an atmosphere read as instantaneous.
Now read the words the plate carries. Beneath the image, in careful capitals, sits YARMOUTH, NORFOLK—one working port, named, particular, with its own tide and its own catch. And the sheet belongs to a bound sequence sold to subscribers as scenery "Characteristic of English Scenery." You are meant to slide from the caption to the claim without noticing the join.
Look at what is actually before you, and the join will not hold. A beached fishing boat, a cart backed to the surf, an anchor and net dropped in the sand, figures bent to the dawn haul—the apparatus of a laboring coast that fed a specific market with specific fish. The squall overhead does not nationalize this beach; it soaks these particular men at their gear. The universality was not in the view. It was printed underneath the view and priced by the set.
So name the swindle exactly and you cannot be worked by it again. The portfolio does not enlarge Yarmouth—it evicts it. It empties a crew's wet morning of its own fishermen and refills the space with "England," so a landlord's nation may recognise its face in a strand it never worked and a weather it never earned. That is the whole machinery of provincialism dressed as essence: the exchange-value of the bound set requires the particular to vanish, the local to be laundered into the shared. No plate could make one herring shore the common condition of a people—only the market that owned the copper could pretend so, and the pretence is precisely the theft the recovered collection exists to reverse. Who, then, was sold this coast as their own weather, and who banked the difference? — CE
